This article began life as a paper presented to the Millennium Conference, Asser Institute in September 2000. It concerns the 'legal nature of mechanisms of enforcement of Human Rights' by EU institutions, member states, and those states applying for membership of the EU and aims to answer some questions regarding the EU Charter of Fundamental Rights, specifically how this will impact on the existing legal order with the prospect of EU enlargement impending.
