Murder Manslaughter and Infanticide - Law Commission Report No. 304
The Law Commission published their findings from the Consultation Paper No 177 'A New Homicide Act for England & Wales?' in Novemeber 2006 here. This is the first stage in the review process which will now be taken on by the Home Office. Recommendations included a three-tier law of homicide, the recategorisation of some kinds of manslaughter to second degree murder and making the provocation defence fairer, amongst others.
