The House of Lords Completing the Reform - Government White Paper Cm 5291 7 November 2001

Full text of this white paper, Tony Blair gives the foreword and states the paper's mission as: equipping 'the British people with a Parliament and a constitution fit for the 21st century'. The proposal is for a second chamber with similar functions as the House of Lords but with power to hold the Government to account by scrutinising its policies and practices.
